.dbc file parsing for Free Form CAN messages

Allow creation of Free Form CAN messages and signals by importing data from a .dbc file.  Ideally, a GUI would allow selection of multiple .dbc files and the signals defined within those files could be imported directly into PowerVision to eliminate errors when creating Free Form messages.  Would also be significantly faster than manually configuring messages.
