How can I send PGN 65251?

I need to send 39 byte of PGN 65251 from display PV780 to transmission. CAN message must have the source address 0 (as if it were an engine). All data of PGN 65251 will be static. I need to broadcast the PGN 65251 according to SAE J1939 (rate, priority).
